About Persistent Systems

Persistent Systems, LLC was founded in 2007 by Herbert B. Rubens (CEO) and David Holmer (CTO) and is headquartered in New York City. In 2020 it moved manufacturing, production and development into a facility on the West Side of New York City. The company also has offices in Fort Collins, Colorado, and Pinehurst, North Carolina, and describes its markets as military, first responder, government and commercial users.

Its core technology is Wave Relay, a mobile ad hoc network (MANET) with its own dynamic routing. Products include the MPU5 networked radio, the PT5, the Embedded Module, radio modules, the Integrated Antenna Series, a multi-band tracking antenna, the GVR5 and the Rugged Display Controller (RDC). The company states that Wave Relay connects UAVs, UGVs, cameras, sensors and people in one network; its Wave Relay Ecosystem, started in 2017, groups UGV, UAV, USV and sensor partners.

In 2017 it won an $8.9 million contract to supply more than 950 MPU5 radios to US National Guard Civil Support Teams. In 2019 the US Army Network Cross-Functional Team started a 12-month evaluation of the MPU5, and in 2020 the Army’s C5ISR Center awarded a $5.4 million, 14-month contract for protected communications for manned-unmanned teaming (MUM-T). In October 2025 the US Army ordered about 1,200 MPU5, PT5 and other devices worth $34 million in support of its Next Generation Command and Control (NGC2) prototype network, with first units delivered to the 4th Infantry Division.
