About Bundeswehr Technical Center for Weapons and Ammunition (WTD 91)

The Bundeswehr Technical Center for Weapons and Ammunition (WTD 91) in Meppen, Lower Saxony, is the German armed forces' technology centre for weapons and ammunition. Founded in 1957 and part of the organisation of the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw), it employs about 700 people. Its test range covers around 200 square kilometres and is described as the largest instrumented firing range in Western Europe.

WTD 91 examines, tests and evaluates weapons and weapon systems, ammunition, rockets, guided missiles, drones, acoustic equipment, optical and optronic reconnaissance and fire-control devices, and meteorological and geodetic equipment. It also handles ballistics, protective structures, mine clearance systems and research and technology projects, and trains specialists in handling ammunition and explosives.

The centre is increasingly relevant for drone defence. Its Laser Competence Centre hosts the Rheinmetall and MBDA high-energy laser demonstrator, which was moved to Meppen in 2025 after sea trials and commissioned with WTD 91's support for further land-based counter-drone testing. In May 2024 Meppen also hosted the Bundeswehr's first symposium on drones and counter-drone systems with industry.
