Drones for Ukraine are the focus of the military aid that Estonia has pledged for 2026. The country is spending 110 million euros on it, equivalent to at least 0.25 per cent of Estonian GDP. According to Ukrainian Defence Minister Mykhailo Fedorov, the money is to be used primarily to procure drones and systems against drones (counter-drone systems).

Estonia's Defence Minister Hanno Pevkur confirmed that the funds are being provided, as reported by the Ukrainian military publication oboronka.mezha.ua. Fedorov wrote:

The main goal is the procurement of drones and anti-UAV equipment. This strengthens our capabilities in the most critical areas of warfare— Mykhailo Fedorov, Defence Minister of Ukraine

In addition, Estonia is supporting the digital transformation of the Ukrainian military with 5.7 million euros. According to the Ukrainian minister, Estonia and Luxembourg lead the “IT Coalition”. This alliance has so far raised a total of 1.4 billion euros for communication systems and technological solutions for the Ukrainian armed forces.

Further aid and drones for Ukraine

As the Ukrainian Ministry of Defence clarified, Fedorov and Pevkur also signed a declaration of intent on closer cooperation in weapons production. The ministry stated:

Production under this cooperation will be geared primarily towards strengthening the Ukrainian armed forces. The document also opens up opportunities for technology transfer and the development of production capacities— Ministry of Defence of Ukraine

Even before that, following a meeting of the Ramstein contact group, Estonia contributed to strengthening Ukrainian air defence: around 11 million euros went to PURL at the time. This programme coordinates how Ukraine procures critical military equipment from the USA.

According to Ukrainian media, Ukraine received drones worth “tens of millions of euros” from Estonia in October of the previous year. When the full-scale Russian invasion began, Estonia had provided military aid worth 370 million euros – more than one per cent of its GDP at the time.
