Reconnaissance drones for Romania: Quantum Systems to supply more Vector via SAFE
Romania's Ministry of Defence is enlarging its Vector fleet and financing the additional reconnaissance drones through the EU instrument SAFE. For Quantum Systems, the order is one of the very first SAFE projects.

The Romanian Ministry of Defence is ordering additional Vector reconnaissance drones from Quantum Systems. The procurement is being financed through the new SAFE instrument (Security Action for Europe) of the European Union. For the German drone manufacturer, it is one of the first projects funded with SAFE money.
The Romanian armed forces are thus enlarging their existing Vector fleet and at the same time deepening industrial cooperation with Quantum Systems. The systems are to be used for tactical reconnaissance and surveillance missions.
The Council of the European Union adopted SAFE in May 2025. Through targeted investment in critical capabilities and a strengthened European defence industry, the instrument is intended to improve Europe's defence readiness.
The systems ordered today complement those already in service with the Romanian armed forces and at the same time expand the ongoing co-production project in Romania— Radu Miruță, acting Minister of Defence of Romania
Quantum Systems also sees the order as a signal for cooperation in European defence. Chief Revenue Officer Martin Karkour: “SAFE is an important step towards strengthening European defence readiness through scalable procurement and industrial cooperation.” He added: “We are proud that Romania has selected Quantum Systems as part of one of the first SAFE projects.”
Vector AI: reconnaissance drones with eVTOL
The Vector AI is an electrically powered eVTOL reconnaissance system that can take off and land vertically. The drone combines the endurance of conventional fixed-wing aircraft with the flexibility of a multicopter and delivers intelligence, surveillance and reconnaissance (ISR) data in real time. The system is considered combat-proven and has been in use in Ukraine since 2022.
